As a rule, the fixed base salary must comply with the legal minimum. Variable benefits are considered complementary, but do not replace the required base amount.

Is it necessary to validate the diploma before applying for the visa?

It depends on the profession. For regulated areas (engineering, medicine, law), yes. For IT, for example, it may not be required.
